The Project

Dominion Energy is constructing and operating the Coastal Virginia Offshore Wind (CVOW) project, located in a federal lease area on the Outer Continental Shelf approximately 27 miles off the coast of Virginia Beach.

Next Generation of Carbon-Free Energy

From offshore wind turbines to onshore transmission, Coastal Virginia Offshore Wind (CVOW) is paving the way to a clean energy future.

CVOW consists of a pilot and a commercial-scale project. The pilot, which became operational in October 2020, consists of two offshore wind energy turbines generating 6-megawatts each — enough to power up to 3,000 homes.

The pilot represents a series of firsts for Dominion Energy and the United States. It is the first offshore wind farm installed in federal waters and the first offshore wind project developed and owned by an electric utility company.

The commercial-scale project builds on the success of the pilot and will consist of 176 offshore wind energy turbines generating a total of 2.6-gigawatts — enough clean, sustainable energy to power up to 660,000 homes. Onshore and offshore construction is currently underway and expected to be completed in late 2026.

Project Background

Prior to receiving approval from the Virginia State Corporation Commission in August 2022, the CVOW project conducted extensive stakeholder engagement and review by holding public and small group meetings with community members, environmental and fisher groups, Native American Tribes and historically underrepresented groups.

A thorough environmental analysis was also conducted across a dozen federal agencies prior to receiving final authorization to proceed with construction from the Bureau of Ocean Energy Management (BOEM).

After negotiating easements along a final route, pre-construction began in November 2023, and construction is expected to occur through 2026.
